No Previous Study in the Netherlands
You must not have studied in the Netherlands before. The scheme is national funding designed to attract new international students, not to support transfers within the Dutch system.

HZ sets IELTS 6.5 as the bar for this award. That is above the 6.0 some Dutch bachelor's programmes accept, so Sri Lankan applicants planning to rely on an MOI letter should confirm in writing with HZ admissions whether it substitutes for the test in this specific scheme.

Apply for admission via Studielink and HZ
Register your programme choice in Studielink and complete HZ's application, uploading transcripts, certificates, passport copy and your IELTS or accepted English evidence.
Submit the NL Scholarship application before 1 May
Complete HZ's scholarship application ahead of the 1 May cut-off for your starting year. Late applications are not considered.
Selection and award
HZ selects recipients from eligible applicants. The EUR 5,000 is paid in two instalments of EUR 2,500 across your first year.
Enrol and secure the residence permit
Accept your place; HZ sponsors your Dutch student residence permit. You still need to evidence the IND's living-cost requirement separately from the scholarship.
