APS — the verification you must clear before anyone else will look at you
APS (Akademische Prüfstelle) is the German government's academic-verification body for Sri Lankan, Indian and Chinese applicants. No German university will admit you, and no German embassy will accept your visa file, until your APS certificate is issued. Most Sri Lankan first-time applicants don't realise this and lose 3–6 months when they discover it.

Germany Student Visa Requirements — Who Can Apply
Eligibility is the easy part — most denied applications fail on documentation or interview prep, not eligibility. Make sure all of these are cleared before you book anything.
APS Certificate
Sri Lankan applicants must clear academic verification through APS (Akademische Prüfstelle, Delhi) before applying for any German university or visa. Allow 8–12 weeks.
University Admission (Zulassungsbescheid)
A formal admission letter from a state-recognised German university.
Sperrkonto (Blocked Account)
€11,904 deposited at Fintiba, Coracle, Expatrio or Deutsche Bank. The bank issues confirmation for the embassy file.
Health Insurance
Travel insurance for the first 90 days before enrolment, then mandatory statutory cover (TK, AOK, Barmer) once enrolled at university.

Germany Student Visa Application Process — 6 Steps
Doing these in the wrong order is the second-most-common reason files slip a semester. Numbers matter.

Submit APS application
Send transcripts to APS Delhi. Allow 8–12 weeks for the certificate. This must be done before any German university accepts your file.

Apply to German universities
Most public universities use Uni-Assist for international applications. Some (TUM, RWTH) use their own portal.

Receive Zulassungsbescheid
Once admitted, you receive a formal admission letter for the embassy.

Open Sperrkonto
Open a blocked account with Fintiba, Coracle or Expatrio. Transfer €11,904. The provider issues a confirmation letter.

Book embassy appointment
Apply at the German Embassy in Colombo via the consular booking system. Bring APS certificate, admission letter, Sperrkonto confirmation, insurance and biometric docs.

Decision + Aufenthaltserlaubnis
Visa issued in 6–12 weeks. After arrival in Germany, register at the local Bürgeramt within 14 days and apply for the Aufenthaltserlaubnis residence permit.

Why Germany student visas get refused
Most refusals come down to these four problems. Knowing them before you submit is the single biggest difference between approval and refusal.
APS not yet issued
Most common cause of failure — applying for the visa before the APS certificate has come through. APS is non-negotiable for Sri Lankan applicants.
Sperrkonto underfunded
The blocked account must hold the full €11,904 before the embassy appointment. Partial deposits or wrong account type (not Sperrkonto) are rejected.
Course-progression unclear
Switching specialisations between Bachelor and Master without a clear academic rationale prompts embassy follow-up.
Late application
German winter semester visa-issue deadlines run mid-September. Late files miss the intake even if technically approved.
