Cost of Studying in Germany from Sri Lanka — Free tuition, refundable Sperrkonto · Updated 2026-05-22

Germany's headline figure is the Sperrkonto — but it's your living-cost fund, not a fee.

Public university tuition is €0 in 14 of 16 German states. The €11,904 you put in a Sperrkonto before the visa is released to you at €992/month after arrival. Your actual cost is the €25–€150 administrative semester fee, plus the difference between €992/month and your real cost of living.

Realistic Year 1 total

LKR 4.5M / year (Sperrkonto refundable)

LKR figures use an indicative rate of EUR 1 ≈ LKR 340. Sperrkonto figure uses BAföG €992/month × 12 = €11,904. Verify the live rate and current BAföG figure before transferring funds.

Where your money actually goes

Forget the headline number for a moment. Studying in Germany has four cost buckets — and three of them are negotiable.

school

University

Tuition

Negotiable via scholarship choice, university choice and level of study. The biggest single number on the page.

Living costs

Rent, food, transport. Choosing a smaller city can save the equivalent of a year's tuition over a 3-year degree.

What you pay the university

Ranges below cover every Germany institution Lanka Scholar partners with. The lower end is regional / public universities; the upper end is elite institutions. Your tuition is set by where you apply — and how aggressively you target scholarships.

Study Level LKR (approx.)
Bachelor's — public unis (most states, per year) LKR 0 – 100k
Bachelor's — Baden-Württemberg + Bavaria (per year) LKR 500k – 1M

Your single biggest variable

City choice is the lever Sri Lankan families most often underuse. Over a 3-year degree, choosing a smaller city instead of the capital can save the equivalent of a full year's tuition — for the same Germany qualification.

Four ways to bring the number down

The headline figure is the starting line, not the finish line. Every Sri Lankan student who lands in Germany has pulled at least two of these levers.

Stick to public universities outside Baden-Württemberg/Bavaria

14 of 16 German states charge €0 tuition for non-EU students. Berlin, Hamburg, Hesse, NRW, Saxony — all free. Only Baden-Württemberg (€3,000/yr) and Bavaria (€1,500–€3,000/yr) reintroduced fees.

German-taught programmes are free; English-taught at public unis cost the same

Most public-uni English-taught Master's programmes charge €0 tuition just like German-taught ones. The exception is specialised English-medium programmes at private partners (€15,000+/year). Choose carefully.

Smaller cities cut living costs 25–35%

Leipzig, Dresden, Bonn and Tübingen all run €750–€900/month — 25–35% below Munich. Same German degree, smaller rent.

How scholarships change this math

DAAD (Deutscher Akademischer Austauschdienst) is the gold standard — fully-funded Master's scholarships with Sri Lankan participation every year. Deutschlandstipendium offers €300/month at participating universities (TU Munich, Heidelberg, etc.). Erasmus+ funds 3–12 month exchanges. Many German public universities also waive the semester fee for PhD candidates and pay a research stipend (€1,800–€3,000/month).
