Stick to public universities outside Baden-Württemberg/Bavaria
14 of 16 German states charge €0 tuition for non-EU students. Berlin, Hamburg, Hesse, NRW, Saxony — all free. Only Baden-Württemberg (€3,000/yr) and Bavaria (€1,500–€3,000/yr) reintroduced fees.

How scholarships change this math
DAAD (Deutscher Akademischer Austauschdienst) is the gold standard — fully-funded Master's scholarships with Sri Lankan participation every year. Deutschlandstipendium offers €300/month at participating universities (TU Munich, Heidelberg, etc.). Erasmus+ funds 3–12 month exchanges. Many German public universities also waive the semester fee for PhD candidates and pay a research stipend (€1,800–€3,000/month).

Yes — once you arrive in Germany and activate your blocked account, €992/month is released to you for 12 months. It's your living-cost fund, not a fee. Fintiba, Coracle, Expatrio and Deutsche Bank all offer this with a small setup fee (€50–100). -
Can I really study free in Germany without speaking German? expand_more
Yes, in English-taught programmes — but selection is competitive and most free programmes are German-taught. The cheapest path is: B2-level German (Goethe Institut Colombo) + admission to a public uni in a non-Bavaria/Baden-Württemberg state. -
What's the post-study work situation in Germany? expand_more
You get an 18-month residence permit after graduation to find a graduate-level job. Once employed, you switch to a work residence permit. Permanent residency typically after 21–33 months depending on language proficiency. -
