Course Overview

Leiden University was founded in 1575 and its Grotius Centre for International Legal Studies is named for Hugo Grotius, the Leiden alumnus who effectively founded the modern discipline. The Advanced LLM in Public International Law is a one-year, 60 EC post-master's programme taught largely at Leiden's Wijnhaven campus in The Hague, covering the law of treaties and state responsibility, use of force and collective security, international humanitarian law, international criminal law, human rights, law of the sea, and international dispute settlement, plus a substantial thesis. Leiden is consistently ranked among the top handful of international law faculties worldwide.

The Hague location is the substance of the offer, not a marketing line. The International Court of Justice sits in the Peace Palace, the International Criminal Court is a short tram ride away, and the Permanent Court of Arbitration, the OPCW, Eurojust and the residual mechanisms of the ICTY are all in the same city. Practitioners from these institutions teach on the programme and supervise theses, students attend hearings as part of coursework, and the internship and traineeship pipeline into those bodies is a real one that Leiden students use.

For a Sri Lankan lawyer the fit is specific and strong. Sri Lanka has a live and continuing engagement with public international law — the UN Human Rights Council process and transitional justice obligations, the maritime boundary and continental-shelf submission, IUU fishing and Indian Ocean fisheries governance, the X-Press Pearl environmental claim, and the debt restructuring negotiations that followed 2022. Practitioners at the Attorney-General's Department and the Ministry of Foreign Affairs work on these questions with a very thin bench of specialist training behind them. The Netherlands also grants graduates the orientation year (zoekjaar) — a one-year residence permit to find work, usable at any point within three years of graduating — and the highly-skilled-migrant salary threshold is set considerably lower for recent graduates, which makes staying on genuinely feasible.

  • check_circle Places on the Advanced LLM are limited and selection is competitive; applying close to the deadline rarely works in your favour.

Career Outcomes & PR

Graduates go into the international courts and tribunals in The Hague (traineeships and legal officer roles at the ICJ, ICC, PCA and the residual mechanisms), into the UN system and its legal offices, into foreign ministries and government legal services, into international arbitration and public international law practices at firms such as Freshfields, Three Crowns, Volterra Fietta and Van Bael & Bellis, into human rights and humanitarian NGOs, and onward to doctoral study. The Netherlands grants graduates a one-year orientation year residence permit usable within three years of graduation, with a reduced salary threshold for the highly skilled migrant permit. Sri Lankan returnees are exceptionally well placed at the Attorney-General's Department, the Ministry of Foreign Affairs, the Department of Legal Draftsman, the maritime and fisheries legal work at MEPA and the Department of Fisheries, and academic posts at the Faculty of Law, University of Colombo.
