Scholarships for Sri Lankan Students Without a First Class

Four funding routes for Sri Lankans without a first class, including the Commonwealth 2:2 plus master's rule and Italian awards based on family income.

Most scholarship advice written for Sri Lankan students is aimed at the top one percent — the Chevening and Fulbright candidates with a first class and a publication list. If your degree came out as a second-lower, or your GPA sits around 3.0, that advice is not just unhelpful. It is quietly telling you the wrong thing, because there are four funding routes that were never about your marks.

Eligibility rules, income thresholds and tuition fees change every cycle, and several of the routes below are set regionally rather than nationally. Confirm the current rules with the awarding body before making decisions — or talk to our counsellors.

The maths nobody shows you

Of the roughly 570 scholarships we track for Sri Lankan students, 254 explicitly ask for a first-class degree, an outstanding record, or language to that effect. Only about 60 name a 2:1 or a 3.0 GPA as the actual bar.

Read quickly, that looks like bad news. Read properly, it tells you where not to spend your time. The famous fully funded awards — Chevening, Fulbright, Gates Cambridge, the Swedish Institute — are genuine competitions with single-digit success rates, and they are not the only way money moves. Roughly 86 of those awards are assessed automatically from your admission application, with no elite-record language attached at all. Nobody writes essays about those, which is precisely why they are winnable.

Route 1: the Commonwealth rule almost nobody in Sri Lanka knows

This is the single most valuable paragraph in this article, and it is hiding in plain sight on the Commonwealth Scholarship Commission’s own site. The academic requirement reads:

“hold a first degree of at least upper second-class (2:1) honours standard, or a lower second-class degree and a relevant postgraduate qualification (usually a Master’s degree).”

A 2:2 does not disqualify you from the Commonwealth Scholarships. A 2:2 plus a relevant Master’s meets the bar outright — and that is an extremely common Sri Lankan profile, because a great many graduates go straight into a local Master’s at Colombo, Peradeniya, Moratuwa, Kelaniya or an affiliated institute.

  • check_circle It applies across the Commonwealth family — Master's, PhD, Shared and Split-site awards all run off the same academic standard.
  • check_circle The Master's must be relevant to what you now want to study. A local MSc that connects to your proposed UK field is what makes the route work.
  • check_circle You still apply through a Sri Lankan nominating agency, not direct to the CSC, and the agency's internal deadline falls before the CSC's.
  • check_circle Commonwealth is development-focused. Your application is judged on developmental impact as much as academics, which further reduces the weight on your original class.

If you wrote off Commonwealth because of your degree class, and you have since finished a Master’s, you were wrong to. Go back.

Route 2: awards you do not apply for

Around 86 of the awards we track are assessed automatically from your admission application. There is no separate form, no essay, no referee, and no competition against the global top one percent — the university simply decides what discount to attach to your offer. In the catalogue these cluster heavily in a few places:

  • check_circle South Korea (around 12 awards) — KAIST, SNU, Yonsei and the large private universities routinely attach tuition reductions to international offers, often 30% to full tuition.
  • check_circle Australia (around 11) — UQ Global Leaders at AUD 5,000-25,000, UNSW at AUD 20,000 a year, and most Group of Eight universities run an automatic international tuition reduction.
  • check_circle Dubai (around 10) — merit discounts are near-standard at the branch campuses, and the fee base is already lower than the UK or Australia.
  • check_circle Canada (around 10) — Western's International Award runs CAD 10,000 to 50,000 across a four-year undergraduate degree, applied at offer stage.
  • check_circle UK (around 6) — the Vice-Chancellor's international awards, typically GBP 3,000-7,000 a year off tuition, are the realistic UK route for a mid-band applicant.

These are not life-changing full rides. They are 10% to 50% off a fee you were going to pay anyway, and they stack with a cheaper destination. That combination is what actually makes a degree affordable.

What happens at the visit & what to bring

Route 3: assessed on your family’s income, not your marks

This is the least-known route available to Sri Lankan students, and it is the one where average grades genuinely stop mattering.

Italy runs a regional right-to-study system. Each region has an agency — ER.GO in Emilia-Romagna, EDISU in Piemonte, DSU Toscana — that awards a cash grant plus a full tuition waiver, subsidised housing and canteen meals. It is means-tested on family income and property, and first-year students qualify on income alone. Your degree class is not the test.

  • check_circle The thresholds are set in Italian terms — for a recent Emilia-Romagna cycle, an ISEE at or below EUR 25,000 and an ISPE at or below EUR 50,000, with both required. Typical Sri Lankan household incomes sit far below these.
  • check_circle The system is not nationality-restricted. Sri Lankan citizens apply on the same terms as Italian and EU students, and there is no non-EU quota on the scholarship itself.
  • check_circle The hard part is documentation, not eligibility. Italy wants certified evidence of family income and property in Sri Lanka — income statements, property records and family composition certificates, translated into Italian and legalised. Budget real time and money for this.
  • check_circle It is region-locked. ER.GO covers Bologna, Parma, Modena and Reggio Emilia, and Ferrara. Enrol in Milan or Rome and you are under a different agency with different rules.
  • check_circle Renewal depends on ECTS credits, not income. Fall behind on credits in later years and you can lose the award and be asked to repay part of it.

The honest summary: the eligibility is generous, the paperwork is genuinely difficult, and it is worth it.

Route 4: choose a cheaper country instead of a bigger scholarship

Here is the arithmetic that reframes everything. Across the 1,000-plus programmes in our course catalogue, the median Master’s tuition, converted to rupees, varies by more than twenty-five times:

  • check_circle Austria — around LKR 510,000 for a full Master's
  • check_circle Switzerland — around LKR 660,000
  • check_circle Germany — around LKR 1,035,000
  • check_circle Italy — around LKR 1,242,000
  • check_circle South Korea — around LKR 3,220,000
  • check_circle United Kingdom — around LKR 12,900,000
  • check_circle United States — around LKR 20,406,000

A student who wins a 50% scholarship to a UK Master’s still pays more than a student who pays full price in Austria, Germany or Italy. Public universities in Germany charge no tuition fee to international students at all; Austrian and several Swiss public universities charge a few hundred euros a semester.

Low tuition is not the same as cheap. Germany requires a blocked account of roughly EUR 11,900 to prove living costs, Switzerland is one of the most expensive countries in Europe to live in, and Italy’s regional grants exist precisely because living costs are real. Compare total cost, not tuition.

What actually disqualifies you

Not your degree class. In practice, Sri Lankan applications fail on a short and fixable list: missing the deadline, no English test or medium-of-instruction letter, referees who never replied, financial documents that do not match the visa rule, and a personal statement written for no particular university. Every one of those is inside your control in a way that a second-lower from 2023 is not.

The bottom line

If you do not have a first class, stop competing for the awards built around one. Check whether a local Master’s has already qualified you for Commonwealth. Apply to universities that attach automatic tuition reductions to offers. Look seriously at Italy’s income-assessed regional grants. And compare the total rupee cost of a low-fee country against the fantasy of a full ride to an expensive one. Those four moves together fund far more Sri Lankan students than the famous scholarships ever will.
