The Swiss embassy in New Delhi doesn't issue the visa directly — it forwards your file to the cantonal Migration Office (Zurich for ETH applicants, Vaud for EPFL, etc.). That cantonal office issues the residence approval, which then gets stamped into your passport as a D-visa. The two-step adds 2–4 weeks vs. countries with embassy-direct decisions.
