Course Overview
The single most important fact about a New Zealand doctorate: international PhD candidates pay the same tuition as domestic students. At Otago that is roughly NZD 7,700 a year rather than the NZD 45,000+ an international Master's costs — a structural policy, not a scholarship, and the reason New Zealand is one of the cheapest credible doctoral destinations for Sri Lankan researchers. Your dependent partner also gets an open work visa and school-age children pay domestic school fees.
Otago's Faculty of Law is New Zealand's oldest (1873) and supervises across public law and constitutional theory, international law, environmental and climate law, criminal justice, health law and bioethics (linked to the Otago Bioethics Centre), and legal history. The PhD is thesis-only — no coursework — so admission turns entirely on a defensible proposal and a supervisor who agrees to take you. Sri Lankan applicants usually arrive with an LLM and a specific question about constitutional reform, transitional justice, environmental regulation or maritime law.
Entry Requirements
Academic
- check_circle LLM with a research component, or an LLB (Hons) with First or Upper Second Class honours and a strong research paper.
- check_circle A 5-10 page research proposal setting out the question, contribution, method and a realistic 3-year timetable.
- check_circle A named Otago supervisor who has agreed in writing to supervise — contact the Faculty of Law before you formally apply. Applications without supervisor agreement are not progressed.
- check_circle Two academic references and a full academic CV, including any publications or conference papers.
- check_circle Evidence of funding for living costs for the first year (scholarship, sponsorship or bank statements) is required for the student visa.
English Proficiency
- check_circle IELTS Academic: 6.5 Overall (no band below 6.0).
- check_circle TOEFL iBT: 95 Overall.
- check_circle Waived if your LLB or LLM was taught and assessed entirely in English — a Medium of Instruction letter from Colombo, OUSL or Peradeniya is normally sufficient.

Career Outcomes & PR
Most Otago Law PhDs move into academic posts, and the domestic-fee policy plus the Otago Doctoral Scholarship makes the sums work for Sri Lankan candidates in a way UK or US doctorates rarely do. Graduates take lectureships across New Zealand and Australian law schools, policy and legal-adviser roles at the Ministry of Justice, the Law Commission, MFAT and the Human Rights Commission, and research positions with UN agencies and INGOs. Sri Lankan returnees have gone into faculty positions at Colombo, Peradeniya, OUSL and NSBM, into the Law Commission and think-tank sector, and into constitutional and environmental litigation practice. The 3-year Post Study Work Visa applies on completion.
