Course Overview
Doctoral education in Finland charges no tuition fee to anyone, including non-EU students — that is national policy, not a scholarship, and it is the reason a Finnish PhD is financially reachable for Sri Lankan researchers when a UK or US one is not. What you still have to solve is living costs, and the standard solution is a salaried doctoral researcher post (roughly €2,600-3,200 a month gross) attached to a funded project, or a foundation grant.
The Doctoral Programme in School, Education, Society and Culture (SEDUCE) sits in the faculty that trains Finland's teachers — the system that made Finnish comprehensive education an international reference point. Research areas include educational equity and policy, curriculum and pedagogy, classroom interaction, teacher education and professional development, learning environments, and the sociology of education. Entry Requirements
Academic

- check_circle Admission is granted by the Doctoral School twice a year; funding is applied for separately and does not come automatically with the study right.
English Proficiency
- check_circle IELTS Academic: 6.5 Overall (writing 6.0+).
- check_circle TOEFL iBT: 92 Overall.
- check_circle Waived if your Master's was taught and assessed entirely in English — a Medium of Instruction letter from a Sri Lankan university is accepted.
- check_circle No Finnish required; the doctorate, supervision and defence can be conducted entirely in English.

Career Outcomes & PR
Helsinki education doctorates move into university faculty and teacher-education posts, research roles at the Finnish Institute for Educational Research and comparable institutes, policy and evaluation work at ministries, the OECD, UNESCO and the World Bank education practice, and senior roles in curriculum and assessment agencies. Finland's post-study residence permit for job-seeking runs two years, and doctoral researchers on employment contracts accrue residence toward permanent status. Sri Lankan returnees are strong candidates for faculty positions at Colombo, Peradeniya, OUSL and the National Institute of Education, for curriculum and assessment reform work at the Ministry of Education, and for education programme roles at UNICEF, UNESCO, the ADB and the World Bank country offices.
