Apply only to programs that fund all admitted PhD students. In STEM, this is the norm — tuition waiver + USD 25,000–40,000 stipend. In humanities, ask specifically for guaranteed funding letters before accepting any offer.

F-2 dependents cannot work. If both partners want careers, look at dual F-1 admits, or one partner on H-1B / L-1 directly. Plan this before applying — it's hard to fix after admit.
