Germany public unis are essentially free

Bavaria reintroduced €3,000/year for non-EU students in 2024, but most other German states remain free. Only the semester contribution (€150–€350) is mandatory — and that includes regional transport.

DAAD (Germany), Eiffel (France), Holland Scholarship and Erasmus+ Mundus offer fully-funded master's programs with significant Sri Lankan participation. Many European public universities also waive tuition for PhD candidates and pay a research stipend (€1,800–€3,000/month) — typically classified as employment, not study.
