The Student Direct Stream closed on 8 November 2024. Without that fast lane, your study permit goes through standard processing — 8 to 16 weeks — and the officer has time to scrutinise everything. The GIC is necessary but no longer sufficient. Your case for returning home matters more than ever.

The one thing that decides it
Life after SDS
Before November 2024, SDS gave Sri Lankan applicants 20-day processing if they met a checklist (GIC, IELTS 6.0, Year 1 tuition paid). The checklist meant officers spent less time on each file. Now, IRCC officers review every file in full — and 'genuine intent' is the dominant assessment.
- check_circle IRCC wants evidence you'll return: family ties, property, career plans, ongoing assets in Sri Lanka.
- check_circle Your study plan must align with your career narrative — switching from Sri Lankan IT to a Canadian hospitality diploma without a clear reason is a refusal flag.
- check_circle PAL (Provincial Attestation Letter) is mandatory since Jan 2024. Without one, your file isn't even opened.
- check_circle Funds for the full program (not just Year 1) should be demonstrable, even if Year 1 is the only paid amount.
Who can apply for the Study Permit
Eligibility is the easy part — most denied applications fail on documentation or interview prep, not eligibility. Make sure all of these are cleared before you book anything.
Letter of Acceptance
A formal Letter of Acceptance from a Designated Learning Institution (DLI) — not all Canadian institutions qualify.
Provincial Attestation Letter (PAL)
New since Jan 2024: most provinces now issue a PAL alongside the LoA, capped per province. Without it, IRCC will not process the application.
GIC purchase
CAD 20,635 deposited with a recognised Canadian bank (Scotiabank, ICICI, RBC, CIBC) — released to you over Year 1.
Year 1 tuition paid
Full Year 1 tuition paid to the DLI before applying. Receipt forms part of the file.
IELTS 6.0+ in each band (typical)
Minimum 6.0 in every individual band is the practical threshold for most Sri Lankan applicants and DLIs — even though it is no longer an SDS-mandated requirement.

Year 1 tuition must be paid to the institution before your visa application — receipt forms part of the file.

Accept your DLI offer and obtain the Provincial Attestation Letter (PAL) from the destination province. Pay Year 1 tuition directly to the institution.

Buy the GIC
Open an account with a recognised Canadian bank and transfer CAD 20,635. You receive an Investment Directions Confirmation (IDC).

Take IELTS
Aim for 6.0+ in every band. Book at the British Council or IDP Colombo.

Medical exam
Book with an IRCC-approved panel physician in Colombo. Upfront medical typically speeds decisions.

Submit online
Apply through your IRCC online account. Upload LoA, PAL, GIC, tuition receipt, IELTS, medical, financial proof.

Biometrics + decision
Provide biometrics at VFS Colombo within 30 days. Standard study-permit decisions typically take 8–16 weeks after biometrics.

Your previous education doesn't align with the new course, and the statement doesn't justify the change.

IRCC closed the Student Direct Stream on 8 November 2024 as part of broader cap-and-control changes to international student admissions. All Sri Lankan applications now go through the standard study permit process, which takes longer (8–16 weeks) but accepts the same documents. -

Yes — up to 24 hours/week off-campus during term (recently increased from 20). Unlimited on-campus and during scheduled breaks. -

The Post-Graduation Work Permit grants up to 3 years of unsponsored Canadian work authorisation after a degree from an eligible DLI — directly leading to Express Entry PR. PGWP eligibility rules tightened in 2024; confirm your program is on the eligible list. -

Eligibility narrowed in 2024 — spouses can apply for an open work permit only if you are enrolled in a Masters, PhD, or select professional programs. Bachelor-level spouses no longer qualify automatically.
